Proposition 53 was a California state ballot initiative that was voted on during the 2016 general election. The initiative proposed that any project funded through revenue bonds exceeding $2 billion must be approved by voters in the statewide election.
The measure was controversial among some political groups, who argued that it could hamper the state's ability to fund infrastructure projects and lead to increased costs. The governor and several prominent politicians, including the Democratic Party, also opposed the proposition.
Despite this, the proposition passed with 51.8% of the vote, and became state law in December 2016. As a result, any project exceeding the $2 billion limit must now be approved in a statewide election.
